Speaker Information

Billy Allen:

William “Billy” Allen is currently the Section 504/ADA Coordinator for Memorial Health System. Allen’s position coordinates the efforts of MHS to comply with Section 504 and Title II of the ADA. Since 2011, Allen has served as the Vice Chair on our Board of Directors. Allen was also featured in the documentary “Invisible Voices,” which showcases the lives of six individuals and how they have thrived with their disabilities.

Matthew Ruggles:

Ruggles was born Deaf due to the RH (rhesus) factor, a blood condition. He spent his first 12 years in a private boarding school for the Deaf in St. Louis. Ruggles obtained a Bachelor of Science from Rochester Institute of Technology in Packaging Engineering. While Ruggles was at Rochester Institute of Technology he was a part of the Deaf President Now (DPN) movement for Gallaudet University. He marched down to the Capitol with a group from Colorado for the cause. For the last eighteen years, he has worked with people using many modes of communication and has spent the eight years helping people who are Deaf and Hard of Hearing use technology for communication purposes. He now works at The IC as their Deaf and Hard of Hearing Specialist.

Anita Pope:

Anita Pope started working with Atlantis Community here in Colorado Springs in December 1986 on the recommendation of a family friend; Pope was 18 years old and had never interacted with anyone with a disability. One of Pope’s first clients was George Florom, who was the Director for Atlantis and also a paraplegic; soon after they met, Florom showed Pope video footage of national ADAPT actions in Cincinnati and Detroit in 1986. Pope realized that the issues that ADAPT was working on applied to every single American. She was hooked, and began working locally with ADAPT in Colorado Springs and Denver immediately, and went on my first national ADAPT action to San Francisco in 1987. Pope believes with all my heart that that first day with Atlantis in 1986 put her on the path to her life’s purpose.
