Program Manager
STATUS: Full-time; 40 hour/week; exempt/salaried
REPORTS TO: Director of Independent Living
Position summary:
The Independent Living Program Manager is responsible for working closely with the IL Director to develop the overall program vision and ensure quality programs and staff deliverables. Oversees the IL program’s day-to-day operations by providing daily interaction with staff to ensure progress, managing consumer concerns, and carrying out the IL Philosophy and services by developing and executing IL infrastructure. Ensures the IL program meets all state and federal compliance standards and that the philosophy, mission, goals, and core values of the Independence Center are maintained. Maintains positive relationships with partnering agencies by providing information and representation for The Independence Center.
Minimum Qualifications:
- Bachelor’s degree in Human Services, Social Services, or related field.
- Three years’ leadership/managerial experience to include experience managing multiple programs and supervision of staff.
- Experience working with and supervising people with disabilities desirable.
- Experience with monitoring program budgets and grants.
- Knowledge of the IL Movement and Philosophy.
- Ability to travel within Colorado Springs and surrounding counties to meet with individuals and groups, to present information and training.
- Proficient with computers, including Word, Excel, PowerPoint, Publisher, Outlook, Teams, and Zoom.

Essential Functions/Areas of Accountability:
- Ensure the philosophy, mission and goals of the independent living program are maintained.
- Work with the Director of IL to develop a strategic plan that includes timelines and strategies to ensure The IC is providing quality programming and completing the goals of the organization.
- Oversee the daily function of the IL department to include staff management, orientation/training of new employees, and facilitate ongoing training of IL staff to ensure they have the information they need to fulfill their job duties.
- Complete yearly evaluations, assist in developing job descriptions, implement and monitor staff goals, and provide general staff support as needed.
- Responsible for ensuring excellent customer service for the agency by assisting staff & consumers as needed with services & resources and fielding customer and community feedback as required.
- Have a strong knowledge of the IL CILSuite database to ensure staff document goals and services required to meet CIL regulations.
- Interact and speak effectively with State & Community entities for networking, advocacy, program quality, and general center promotion. Establish and maintain a cooperative working relationship with coworkers and the public.
- Responsible for holding weekly staff meetings to maintain communication with IL staff and build and maintain a strong IL team. Attend monthly All staff meetings.
- Responsible for ensuring all assessments, billing, and reporting are completed and submitted in a timely manner.
- Assist the Director of IL with developing a budget for the IL Program, ensure program budgets are met, and IL staff understands their individual budgets. Utilize proper requisition forms and ensure coding is completed accurately.
- Provide excellent communication with Director of IL on IL updates and ensure information for CEO & monthly reports are completed in a timely manner.
- Responsible for ensuring staff enters their time into Paylocity system and for approving timecards and time-off requests.
- Provide overall grant management for all program grants, including compliance and reporting.
- Travel as needed for training, conferences, outreach events, and meetings.
- Provide backup for the Director of IL as needed.
- Performs other related duties and responsibilities as deemed necessary.

Physical/Environmental Requirements:
- Frequently lift, push, pull, up to 10 lbs.
- Office environment requiring ongoing computer use and extended amount of time sitting or standing.
- Internet access to work remotely if protocols are issued for remote work.
- To drive any vehicle in the course and scope of employment, an employee must maintain an acceptable Motor Vehicle Record (MVR) as determined by The IC’s liability insurance carrier. IC employees will be subject to reasonable suspicion, post-incident, and bi-annual random MVR checks to determine driving acceptability.

Pay Range: $44,700 – $59,000 annually
