Emergency Preparedness here at The Independence Center is looking for members to join our CAG (Core Advisory Group- For Emergency Preparedness) Attached is a Key Concept of some of items we will be doing as a member of the CAG.


As a CAG member, we are asking for the following commitment:

  • To attend a Monthly CAG meeting.
  • To take time to train in areas of Emergency Preparedness to grow your knowledge base within Emergency Preparedness to include people with disabilities and others with access and functional needs.
  • To attend the Access and Functional Needs Meeting in Feb, May, Aug and Nov.
  • Assist with creating awareness and identify resources for accommodations in areas of emergency focus from offices of emergency managers to include the three major components of the ADA; physical access, program access and accessible effective communication in state and local emergency operations plans, response and recovery plans, mitigation plans and plans to ensure protection.

Emergency managers at all levels increasingly understand that they cannot fully plan for, protect against, respond to, recover from and mitigate all hazards on their own.  Whole community engagement is needed to ensure that the knowledge, resources and experiences of the whole community can be leveraged to meet community needs in any emergency.  Meeting the needs of people with disabilities is no exception.  People with disabilities must be involved in the process at every level to ensure that programs and policies will effectively benefit themselves and their communities.


The central focus of the model is inclusive emergency management throughout the state and local jurisdictions.  The major advantage to using this model across all regions is to have a consistent approach which will benefit those states and jurisdictions, but also benefit FEMA disaster responders by providing a companion model to National Incident Management System (NIMS) and the Incident Command System (ICS) to specifically target whole community inclusion.
